Some things to consider:
Network Monitor rules are hierarchical, that is, they work from the top down. Therefore, a BLOCK rule placed above an ALLOW rule will take precedence.

If you’re having problems with a specific application, check Application Monitor for a rule that BLOCK’s that application.

FAQ for Comodo Firewall
Tutorials - A Compiled Resource

• When installing Comodo Firewall please disable other programs. If you don’t there will be some interference later on that you may never know. Installing in Safe Mode is one way to ensure you don’t have other software running.

• Always uninstall other software firewalls before using Comodo Firewall. Simply disabling a firewall is not the same because the 2 will conflict! (Windows firewall is the only exception). This has proven to cause strange issues, so please never run 2 software firewalls together.
