High DPC (BitComet running 3~6hrs+)
Other software high probability influenced by “BitComet hybrid Rules” (Can’t create new connections at port range 0-1023, ie. Web browsers can’t view internet, Download programs can’t download new files)
If close the “BitComet” or “Block Rules” change to allow, system goto normal.
Affect OS: Windows XP ~ Windows 10 x86/x64

We are likely looking at a bug. Could you add findings by DPC Latency Checker to further state your case?
To make it a bug report you will need to change ur post following FORMAT & GUIDE - just COPY/PASTE it!.
Did you file a bug report on this problem in the Bug Reports - CIS board following the format as described in Required Format For Reporting Bugs? If you didn’t please do so if you want it seen and possibly fixed.
