Working for me here in Rajahmundry, A.P., India. (BSNL Broadband). I checked them with Dragon, Firefox, IE 9. Even directly pasting the link in Free Download Manager is doing the job for me.
I have been mentioning this issue (very serious in my case) with scanning large HDD data again and again. Yet, we could not have the attention of the devs on this issue.
When I run a full computer scan (on my 3 TB hdd full of software, songs, pictures, other files) and after some 25% or 30 % scan (say 5,00,000 files after 1 Hour) I can see 2 or 3 threats in the count, but I can not see the details until the end of the scan or by stopping the scan. If for some reason (say power failure, not just this… there are plenty many other cases) the scan is terminated abnormally, all the scan time is wasted, no logs, no cleaning, no report of what so ever happened…Even if it is completes successfully I have to wait for almost 5 to 6 hrs and present my self at the end of the scan to just press “clean”.
Please add a button “details” to the scan window and a predefined policy in scanner settings to take automatic action during scans (I have also created a wish list and a poll for this) clean, if not then quarantine etc.
Yes the host file is clean. Checked with the help of SivaSuresh. No other software blocking. I dont have such softwares on the system. Only Windows Firewall & Avast Free. Tried disabling both too.

If you want somebody can upload it to mediafire.com, which version do you want 32 or 64? or you can wait until tomorrow to see if it’s a problem of comodo servers in your side of the world.
