Yes, the following location should confirm this.
\Users\Username\AppData\LocalLow\COMODO\CertSentry
A number of previous versions did also.
Edit: CertSentry was included from V18.0

Does a certain setting have to be checked for this issue with settings, bookmarks and extension settings being erased when updating to 22 or is it just random

The setting in question is if Clear cookies and other site and plug-in data when I close my browser is checked.
Found at dragon://chrome/settings/content
As far as I know this has never effected bookmarks, the issue is effecting extensions settings not browser settings.
This maybe different if any bookmark extensions are installed.

Probably yes because there were issues with it causing some web pages to not show properly.
