It submits the unknown file.

CIMA is a publicly available service. By looking at it you could see that it requires the whole file in order to analyse.

Yes, I’ve used CIMA many times to submit undetected malware and report possible FP’s in CAV. I was confused because CCS transfers very little data during a scan, so your explanation makes complete sense to me.
