This would appear to be an IPSec VPN error message, and may be related to a SafeNet VPN Client.
Can you give more information as to when/how this occurred? Have you looked at Windows Event Viewer to see if there is additional info there?

This message only appears when comodo firewall is installed, during the windows restart or shutdown process, this one that I copied and sent appeared only once in the several months during windows boot process.
Event Viewer report:
The application, C:\Program Files\Juniper\NetScreen-Remote\IreIKE.exe, generated an application error The error occurred on 03/16/2007 @ 11:57:13.534 The exception generated was c0000005 at address 7C809783 (kernel32!InterlockedDecrement)
So are you using Juniper’s VPN Client application, or their Firewall/VPN solution?
I’m guessing you have the Client application, but don’t want to assume…
Have you contacted Juniper’s help/support to ask about the error, and how it might relate to a third-party firewall? They should be able to give some specific instruction as to configuration of a third-party firewall, to allow their VPN client to communicate effectively and safely. Application to be allowed, Destination Ports, etc. http://www.juniper.net/customers/support/products/netscreen_remote_vpn.jsp That, and/or your corporate IT that manages the VPN access (presuming your use of the product is business-related).
