On comodo Summary Screen - says “database is Not up-to-date”. Click on “Update Now” and 1 of 2 things happen. 1 - it will start download and get to 30% and just sit there. 2 - It appears to complete download and then says “have to restart” - Then when I restart the summary STILL shows Not Up-to-date. What am I doing wrong?

You should now have the latest full AV database you can check this by going to Miscellaneous / About.
It should only need to do an incremental update now for the latest updates released after this full update you have download, and then the summary screen will change.
