The start->all programs menu in windows XP inacessible (CFP 3.0.17.304)

On all users on the machine, right after login it is possible to click start->all programs and then view AND click any menu item on that menu, like internet explorer or whatever.
After starting any program and then quit it, the start->all programs menu is viewable but not clickable and the usual highlighting of menu items under the mouse cursor is not working.

If I change the defense+ state from clean pc mode (my default) to disabled, then the start->all programs-menu works again.

firewall: train with safe mode.
defense+: clean pc mode

If you go to Computer Security Policy, is explorer.exe allowed to install global hook %windir%system32SHELL32.dll? If no, then allow explorer.exe to do so. It should fix the problem for you.
