Suddenly "Join a new network"

hi,
I just got Comodo alert “join a new network” from Adress 169.254.0.222/4 (see screenshot).
Can someone help what that means? I am in a worry

IP addresses in the 169.254.X.X range get assigned when your Windows system can’t obtain an IP address from the DHCP server on your network (usually your router). This is known as APIPA (Automatic IP Address Assignment).

This is usually caused by network congestion at the time your system tried to get its IP address, a cabling/WiFi fault or a router fault. Your system (assuming it’s Windows 7 or later) will re-try to obtain a valid LAN address every 5 minutes.

Yes, i read that. But why the network was detected. I dont think i was having IP conflict because i was not noticing Wlan failure, i was having internet access. It was the idea given that the new detected network was a foreign network from the neighbourhood and it was detected by my laptop. But why my laptop would want to connect to it?
