well good news for you: Download websites database is bugged again in CIS 11 (latest release) and has been several hrs, 1st CIS hadn’t updated itself past 11 hrs (couple hrs ago) and doing manual update has now given thrice that error about websites database.
maybe rebooting helps. CIS diagnostics found some error again (attached log).
uninstalled and tried to install it with admin-account but installation (on both online and offline versions) halted on error popup saying can’t find lycia theme and other things on path but installation started just fine with non-admin account and after giving admin’s pass CIS was installed.
uninstallation and re-installation didn’t fix anything, still same errors as above.
The download of website databases is a bit borked. It comes and goes. I’m inclined to think it is a server side issue rather than a local issue.

still no idea what’s broken in fresh installation of CIS which it can’t fix and why CIS 11 can’t be installed when logged in as admin.
after another uninstall (cis uninstall tool ran thrice since 1st run didn’t clean everything but 2nd did and 3rd was clean) and install (still hate lycia theme) fixed whatever problems CIS had gotten.
