sandbox prompt for trusted application?

why do I sometimes get an autosandbox prompt for a trusted app?
It doesn’t actually get sandboxed, but I get a prompt for it.
Example: Foxit PDF Reader.
I am on proactive config

Well… yes. (Rephrased: It’s about how installer privs are granted-- based on size.)
I’m pretty sure that your application is larger than 40 MB.
