I presume by 1.1 you meant the installer not the program all recent CIS 3.5 versions work with Vista.

It doesn’t work properly on Windows 7, simply because it’s not supported. If you by ‘the new version’ mean the BETA-version released yesterday, it’s intended for testing only, and might, or might not work. The latest stable version will work on both XP and Vista (32/64-bit).
Your assertion is not strictly true.
If you exit the GUI (cfp.exe) and then restart CIS as Administrator, the Import/Export of the Configuration is then possible.
Not ideal by any means.
