I wonder how much of that came from Opera forums or, more likely, Tamil’s pages (he has 100,000 posts on Opera forums!).
We had a couple of threads for this, part of which was my tip for editing the standard_keyboard.ini to:

Be aware that updating Opera will overwrite the .ini file in Defaults folder but it’s possible to have a copy in Profile\Keyboard that will stay there (it’s made automatically, IIRC, when an .ini file is modified in Opera’s Preferences and renamed; similarly with the standard_menu.ini).
There are buttons available to open a number of Speed Dial tabs - various permutations and also editable in toolbar.ini - available from:

Have a good look around these; some can be difficult to find, but go to Content button then use / or .* and type in what you’re looking for. A button has to be clicked on and dragged smartly upwards and positioned where you want it. If you want to move it, Shift+Click-drag.
