How can you update cfp off-line?

Will full install over the top preserve my settings?
You can maintain your settings by exporting them and importing them after the new install.
Go to Miscellaneous → Manage My Configuration → choose your active config → export --<> give it a proper name and save the file in a folder that is not part of the CIS installation folder; this is just to be sure it will not get erased in the uninstalling process.
It is not recommended though to import rules from v 3.8 or earlier. There were changes made in how rules get stored in 3.9 and up that will provide quicker storing of rules in the registry.
