Not real sure what you mean by script blocking. Do you mean activex and java script? If so, thats usually done at browser level.

Step 1
Is to manually foward your port in your router/modem (choose a high number port). Each router or modem will be different so check the documentation. There is a site that deals with port forward and has a huge list of routers. I am not real sure about putting external links in the forum but if you google “port forward” it will be there.
Step 2
In network monitor make a new rule, make sure it is above the default block rule. [allow tcp or udp in] from ip [any] to ip [any] where source port is [any] and destination port is [your port number]
