The message is under network monitor, last item listed out of five items. Permission is block and log, protocol is IP in/out, source [any], destination [any], criteria WHEREIPPROTO IS ANY

Hi gamekid, Open Comodo click on Help (top right hand side) and expand the Firewall Security section in the left hand column, click on Network Monitor and you will find that the Network filtering rules are explained in full.

Should the item be blocked or allowed?

It is set as Block & Log by default whilst the first five rules are all set to Allow.
