Messages remain on email server

I am using Outlook Express.

On downloading email from my ISP, I find not all messages are downloaded.
The majority of those remaining on the server are Spam messages which require manual removal.

Is this normal behaviour or am I not using Comodo Antispam correctly?

This can be a problem if the Quarantine Database is not managed correctly.

  Respond to any "Pending" email senders: either Block or Allow.
 Select any messages you want to purge, then press the Delete button.
