Many files with unknown rating

Hello. There are many questions regarding ratings. There are a lot of files with an unknown rating. In theory, the program should eventually filter them either into trusted or malicious ones. But this is not happening. Can you explain the reason for this behavior?

did you upload them to Xcitium?if you didnt you have option to Submit Files then the file is subbmited to Xcitium(Comodo) for analysis and also subbmited to Valkyrie for analysis.

CIS should not supposed to rate all files as unknown.
Are you running any other security software othan than CIS ?
CIS version ?
Win version ?
