does comodo firewall pro 3.0 rc1 have the option to copy and paste an interent site to be blocked?

You don’t need a firewall for that. Simply add the site to your HOSTS file.
If you’ve got Spybot S&D installed, you can lock the HOSTS file afterwards to prevent anybody removing or amending any items. The option is located in the “Tools” → “IE tweaks” menu.
