If you can, exact steps to reproduce. If not, exactly what you did & what happened:
1: Turn OFF: Settings → File Rating → File Rating Settings → Enable Cloud Lookup
2: Select all files in the Settings → File Rating → File List, and click Remove.
3: Use any program (e.g. Foobar2000 1.3.14 - https://www.foobar2000.org/) that with “enable cloud lookup: OFF” is referred to as “unrecognized”, but with “enable cloud lookup: ON” is recognized as “trusted”.
4: Select the unrecognized file in Settings → File Rating → File List (in my case the foobar2000.exe) and click Lookup button.

The file is still “unrecognized”.

The manual Lookup should work even with “enable cloud lookup: OFF”.
