I work in a sports club in Portugal, which has been given in 1988 the status of public service institution.
Does this mean we can use the Comodo Firewall Free or do we have to purchase a license? Also, we do have a dozen computers.

You do not need to purchase a license, CIS is free for everybody and anybody (including commercial entities).
So, no worries… you can install CIS on all of your computers without any cost.
