https:// web-filtering no longer works in chrome 46 and opera 32

Blocking of https:// URLs do not get blocked in Chrome 46.0.2490.71 and Opera 32.0.1948.44

1:Create a website filtering rule to block https://* with logging enabled
2:Using chrome 46 or opera 32 navigate to a https:// url e.g.
3:Notice website was able to load in browser with no block warning or logged event in website filtering logs of CIS
One or two sentences explaining what actually happened:
I was able to load any website/url with https://

I expected CIS to block and log the action whenever a https:// site is navigated to.

HIPS=Safe Mode, Auto-sandbox=Disabled, Firewall=Safe Mode, AV=Stateful
