https:// web-filtering no longer works in chrome 46 and opera 32

1:Create a website filtering rule to block https://* with logging enabled
2:Using chrome 46 or opera 32 navigate to a https:// url e.g. https://www.google.com
3:Notice website was able to load in browser with no block warning or logged event in website filtering logs of CIS

I was able to load any website/url with https://

I expected CIS to block and log the action whenever a https:// site is navigated to.
