all of my online contacts from my hotmail account are receiving phising scams, and meds offers. they are starting to get real upset with me but I cannot seem to stop it. what can I do.

Nothing.
Change your account and alert your provider to delete and invalidate your actual one.
And be cautious with your next mail, do not leave it everywhere if you don’t want it to happen again.
