How do I create a 'BLOCK ALL' (except my DLNA server) ruleset?

Hi,

I like to stream films and TV shows from my Windows PC to my TV, however, on idle (with a lot of telemetry stopped and blocklist in hosts), every 30/40/50 seconds there are packets going in/out, I don’t want that while I am not using the internet on the PC and only using it to stream locally to the TV.

I’d like to create a ruleset that I can ENABLE ‘at will’, that blocks ‘ALL/EVERYTHING’, except my DLNA server, can anyone guide me please?
