How do I allow a legitimate process to run??

Hi,
I blocked explorer.exe (the process), because a virus used it somehow…
but now whenever I open my computer… I only see the background image, as the explorer.exe is blocked…

I’ve searched everywhere,but really can’t find where I can allow it again…
So, can you guys enlighten me ??
