I hope you will forgive me if I decline to run the futile, 3-times unsuccessful diagnostic/repair tool. Which takes 10 minutes to run.

You should save the report and attach even if it says it can not fix the issue. Also run msinfo32.exe and then go to file > export and attach the report as well.
