you need to define a group before it can be used in rules or for protected objects so of course it is the same.

No they don’t do the same thing, one is the area to create or modify a group, the other is which individual or group of objects you want protected. You can’t create or modify file/registry/COM groups from within the protected objects section, you can only do so in the groups section.
