  3. Have you imported a config from a previous version of CIS

As you said we have set hips to “paranoid mode” and found HIPS doesn’t ask permission for explorer.exe
Could you please share us your Hips setting and Hips rules setting screenshot.
In addition share us the log of HIPS event.
