No it does not, It builds instant VPN’s between you and others in the “network” you have invited people to so it looks like your all on the Local network and can play LAN games for example.
If your looking for a proxy to go out on the internet via an other IP you can have a look at Trust-Connect that provides a secure tunnel between your PC and the TC endpoint you connect to to prevent spying on Wifi networks etc…
