Do I need to allow "WerConCpl.dll"?

For about two weeks ago WerConCpl.dll started to access to the internet. I searched on google but I found just some information about dll which is a Microsoft system Files.

Do I need to allow this dll to the internet or not?

I use Windows 7 Home Premium x64 and I don’t use file sharing and etc. My printer is working and not have problem with that, and also I don’t have problem with any of my application that need internet access.

This is a part of error reporting. It looks for solutions to crash reports.

I have disabled error reporting service, Then I block this one too ;D
