Defense + Blocking the Deletion Attempt of Program in Downloads

I know that is a long title, but that is the exact problem I am facing. I am trying to delete Cyberlink_PowerDirector_Downloader. I wanted to delete it out my downloads after seeing Comodo contiounsly block the file whenever something(especially MBAM) tried to access the file. When I try deleting the file,renaming the file,moving the file, or pretty much do anything, I get the following pop-up:

Even when using MBAM fileassaisn, I get the same alert. I tried disabling Defense +(also should mention no unrecognized files or items in sandbox). It seemed to turn off, because the count stopped going up. But the second i re-enabled Comodo, the count climbed significantly, as if it was still on? I would appreciate any assistance you could offer me. Thanks.
*I should also note I am using an Administrator account.

That pop-up is showing Windows is blocking the deletion (Not sufficient permissions), not Defense+.

Take Ownership of file

Then why am I getting a large rise in intrusions from Defense + after I do it? Also, since I am using windows 7 not vista,would that make a difference in the procedure to take ownership of the file?

Not sure about the reasons, is the file in D+ Unrecognized files?
A file sitting in the downloads folder (Not installed) should be sitting idle until you try to scan it with something.
