In sandbox → auto-sandbox settings “Enable File Source Tracking” (ADS) by default is on
2. What you wanted to happen or see:
By defaut should be OFF.
3. Why you think it is desirable:
So that ADS is not created after installation before user can turn it off.
4. Any other information:
I hope this feature will be implemented in the upcoming release. i.e. default turn off ADS.

If there is no gain in scanning speeds, decrease in database size and no benefit for File protection ( and it has been said elsewhere on the Forum that it can affect Back-Up programs 
) then surely this should be off be default
This feature is in the sandbox settings group. I thought its related to sandbox?

ADS tracking can never be a desirable feature. If you don’t want to remove this “feature”, then it should at least be opt-in.
