Unable to connect if first time fails.

How to reproduce:

  1. Set router no internet connection.

  2. Use Commodo to go to a website. (Skype)

  3. Enable internet connection

  4. Use Commodo to go to the same website.

From my personal experience, the website will always be unreachable until restart.

Does the problem also happen with other browsers? Do you have Secure DNS enabled or disabled in Dragon?

What happens when you flush the DNS cache of Windows? To flush DNS cache open a command prompt and execute ipconfig /flushdns. Then try again.
