Comodo firewall 10 and Alcatel IK40V internet key [Solved]

I installed and configured the Alcatel IK40V internet key on a machine with Windows 8.1 and Comodo firewall 10. With the firewall Active (all its components) I can not navigate with browser, but I can ping sites. With the firewall turned off (the only disable component is “FIREWALL”) I can navigate. This internet key creates an Ethernet connection and that network is in the allowed networks. What can it be?

I solved by disabling ARP spoofing protection. Does it turn out to be a normal thing?
