CIS 7.0.317799.4142.
During reboot of the system the CIS tray icon doesn’t start. Manual start helps.
The diagnostic tool cannot fix the problem.
The logfile is attached.
Also after updating to 7th branch I found some system services started hanging at startpending state and only reboot helps. Not sure it is caused by CIS, will investigate further.

Are you willing to try reinstalling CIS following Most Effective Way to Reinstall CIS to Avoid/Fix Problems by my colleague Chiron and see if the problem persists?
Since 20 days the only advice is to re-install the software. Why don’t you recommend to format drive c: just for sure? 
You could check with Autoruns to see if there is an entry for cistray.exe. When it is there but disabled enable it.
