CIS doesn’t know how to handle user added rules when the default rules are removed, workaround is to no remove the default rules but disable them instead if you don’t want to use the default rules.

You are certainly right, but if the default rules are removed, the user should be able to restore them or create their own. Therefore, this behavior program is a flaw.
