CIS Bug - Task Bar won't show up when HIPS Enable

On Windows 11 23H2, when I enable HIPS, task bar will not show up automatically after system startup, and I need to manually restart explorer.exe to fix it. Disable HIPS will solve this problem.

CIS Version: 12.3.3.8140 (CIS 2025)
Windows Version: Windows 11 Pro 23H2

Hi, I can’t take a screenshot when explorer.exe crash, so I take a photo. You can see explorer.exe is running but task bar won’t show up after system restart. I use default HIPS rules.
