CIS 4 : the defense+ is not functioning properly!

I downloaded cis_setup_x86.msi directly , also with bases_fw.cav

Then I run the msi under 2003 SP2.

Installation is successful , and I restarted as required.

At first, everything is ok. But suddenly CIS 4 tells me “The defense+ is not functioning properly!”

I ran diagnostics of CIS , and was told nothing abnormal.

But after another rebooting, it’s green now.

Did I do wrong? More things to download?
