How do you get the PC to boot to CDE when the PC starts, right now under CDE settings the enable prompt for boot time password id greyed out ??

You should encrypt a partition in order to set a custom boot message prompt.
The custom boot message prompt is displayed during boot time, when the authentication should be performed. There, the CDE’s bootloader is asking you the password. The default boot message prompt is “Enter the password:”.
