CCA won't update or uninstall

I’ve used CCA for some time now. The current version is 1.21.465847.842. I got a report that real time protection was not running and turned that back on. The software required a reboot. Now task manager says ccavsrv is running, but I can’t bring up a user interface and I can’t kill it or remove or reinstall it.

What to do?
