If something is removed from comodo advanced/application settings [the following firewall application rules are active…]

does that firewall rule cease to have an affect? If not how do you cancel a rule blocking internet access ?

Sometimes it says you have to go to application rulesets. How do you edit at application rulesets?

Yes, that rule will be inactive once removed from the application rules.
