Cant post bugs in bugs board so:
Time stamps in CIS. I want to use 24h mode
PM and AM doesn’t cut it.

It seems to be not a bug, but a feature depending of your localized version.
Mine (french) reads:
mm/dd/yy hh:mm:ss
where hh:mm is in full 24h format, even if, curiously, the standard french format is dd/mm
