Blocking specific page using comodo doens´t work - what´s wrong?

Hello,

I need to block spefic web page for all users - facebook.com
I tried that by myself and when i failed, i found some tutorial at the internet.
So i deceided try that, but still nothing - facebook.com is still available.
What´s wrong?

Using Comodo Firewall 10 + avast antivirus
Windows stuff is disabled

which browser? which OS?

windows 10 (up to date) with google chrome stable (latest)

HTTPS filtering currently only works on IE, Firefox, and Dragon/Ice Dragaon.
