Comodo is blocking my access to outlook express e-mail and newsgroups, what do I do?

If CFW is blocking Outlook, then there should be a corresponding entry in CFWs Log. Can you check CFWs Log (Activity - Logs tab). If you are uncertain about CFWs Log entries then you may post them here for advice (the Log can be exported to an HTML file & a simple cut ‘n’ paste will do the trick).
