How to block empty user agent using block user agent list?

We sent your request to the rule-writers team.
The rule will be written asap.
We’ll add corresponding rule in the next rule-set.
Well I know that and did. But just wanted to let you know that you should have that rule by default.
Well we had such rules in the past, but they produced too much false positives so we decided to remove them from the ruleset.
can you please provide it and by default disable it. Who wants to enable can enable that as per wish. It really important thats why I am asking or I need to add the rules separately into all my servers.
