Auto Sandbox Question?

When I double click on an unknown file, I get a CIS prompt for sandboxing the file. I clicked ‘block’. I then opened the file again. This time there is no prompt to allow me to choose (sandbox, allow, or block), the program loads fine. Is this normal?

The problem you are talking about does not exist on my computer, Are the settings on the default mode, or do you activate HIPS

Is that with one specific unknown file or multiple ones? Can you provide us with a link to that file?
