All systems are active and running Or Not?

OS version: Windows 10 Pro x64 1909 (18363.778)

In main window: All systems are active and running.
I think not.
Alert window not show, when some application need internet.
Can’t disable Antivirus, Firewall, etc… Alert window not show.
Diagnostic very slow, found errors and can’t fix those.

As per your screenshot seems normal because your last update time shows 13 min ago.Could you please confirm have you enabled your notifications/alerts ? Diagnostics has some problem and our teams are working in it. Once completed let me notify you.

It seems the cis alert process crashed as per the cis.exe memory dump, so you would need to do a restart to see if it starts without crashing.

Can it somehow be without rebooting the system?

You can use task manager to terminate any cis.exe processes and then run cis from the start menu or desktop shortcut.
