You got the option inside ISE to enable or disable Send Anonymous program usage during the install.
No such option is present after ISE have been installed.

Add an option to enable or disable: Send Anonymous program usage from the main interface.

Edit 21/04/2018: during the CIS install you got an option to install Internet Security Essentials.
During install you get the choice to enable or disable CIS: Send program usage data, but no such choice for Internet Security Essentials.
