Yes, it does indeed prevent (and it does it very well). But wouldn’t it be awesome if it could also clean already infected PCs?
I know that CCE/BootDisk already exist to do this job, but that is why boot-time scan in CIS would be useful. It would
eliminate the need to maintain or update those separate products (which personally I find it hard to condigure or set up -
bootdisk doesn’t work for me) and would moreover simplify cleaning process a lot, as well as making it more reliable and
more effective.
The idea behind boot-time scan is simple (as I have briefly expressed it in the original wish above):
We all know that nowadays malware (esp. rootkits) has become very difficult to remove due to the way
they actively hide and protect themselves. So, a boot-time scan (similar to chkdsk) before windows
loads gives the malware NO chance of actively hiding or protecting itself. Moreover, using CIS own driver
or a RAW disk scanning and bypassing standard Windows API guarantees that all threats can be neutralized.
Simple, effective, streamlined In my opinion, this feature would give CIS the upper-hand in combating
threats.

On the other hand, your wish request is a bit extreme. Having two separate products (prevention + cleaning) might be (more) suitable resulting in a lower footprint, aid the user which prefers a portable version or/and does not want to use such large scale products, minimize exploitation surface, etc.
