Alert should be changed to Ask
Action when a threat is detected: Alert → an Alert is shown and let you choise
Action when a threat is detected: Quarantine → an Alert is shown (Quarantine)
Action when a threat is detected: Block → an Alert is shown (Block)

Action when a threat is detected : Ask User → an Alert is shown and let you choise
Action when a threat is detected : Quarantine → an Alert is shown (Quarantine)
Action when a threat is detected : Block → an Alert is shown (Block)
3. Why you think it is desirable:
To make it Clear that you will still get an Alert even if you pick Quarantine or Block.
The current Alert option make it look like Quarantine and Block will happen silently, also if you read the help Page for CCAV.

From CCAV Help Website:
Action when a threat is detected – Allows you to configure how CCAV should react when a malware is detected by the real-time protection engine. (Default = Alert).
The available options are:
*Alert – An alert will be displayed whenever a malware is identified from a realtime scan.
*Quarantine – The detected threat(s) will be moved to quarantine for your later assessment and action. Refer to the section View and Manage Quarantined Items for more details
*Block - Stops the application or file from execution

CCAV Sandbox also make it look like;
Sandbox all untrusted applications and Run only safe applications will behave silently since you have: Alert for untrusted applications as an option.
